If it was in a CPZ they might try contravention code 24. Not parked within a marked bay or space. They might also use 26. More than 50cm from the edge of the kerb.

The council will be, erm, satisfied. The police, on the other hand, take these issues a little more seriously. The parking in question was, if I'm not mistaken, criminal rather than civil?




I would call that 'Dangerous Positioning' which is, indeed, a Police matter.


you are quite right DD, I spoke to BE earlier today and he spotted that the car getting a PCN was within the ZigZag area of a crossing. So this is probably what was being enforced.  However this does not warrant or allow a CEO parking in a place that is dangerous or puts the public in danger. I will follow this up!

Well the plot thickens, I had a closer look at the markings today and the car that got the PCN was not anywhere near any Zig Zags.  The pedestrian crossing is not protected by any ZIg Zags. So now I need to wait and catch a car that has had a PCN issued, and then ask the driver what code they are enforcing.

I'm not sure that the Council can issue PCNs for that, since parking on or on the approach to, a pedestrian crossing is an Endorsable Offence.

Nigel wins the Cookie!   :aplude: As I spoke to a very nice CEO today and he confirmed that the code they are using to enforce is........
 Code 26.....Vehicle parked more than 50 cm from the edge of the carriageway and not within a designated parking place.
You can't argue with that I guess as it is not a designated parking space and it sure as hell is more than 50cm from the kirb.

On the way back from the opticians this afternoon I thought about returning for a second eye test as I thought there must be something seriously wrong with my eyes. However I decided to take a picture to reassure my self I was not hallucinating or seeing things that were not there.
This is what passes for state of the art advertising  technology in the Borough of Barnet, note the carefully placed automatic advertisingmabob Smack Bang at the Crossing.    Any Partially sighted or Blind person would use the Tactile floor tiles to find the crossing and walk straight in to this bloody machine.  Any driver would be completely unsighted of a person approaching the crossing or vice versa, I have to ask what Complete F*****g Sh*t For Brains thought this one up???  :bashy: :bashy: :bashy: :bashy: :bashy: :bashy:

So they finally begrudgingly moved the sign, but not very far. You really do have to wonder why these incompetent berks keep their jobs.

Why not take the sign away some may ask, but if its the same set up as medway they cannot do it.

Has anyone on their travels around Medway noticed the signs on the roundabouts which never display anything but " do you want to advertise here and the false statement MEDWAY SERVING YOU".

A couple of years back a friend applied to advertise on one of these roundabouts and discovered its outsourced to a third party who charges £4,000 a year with a minimum three year term.

So thats why you hardly ever see any advertising on Medway roundabouts.

Sometimes to lower prices may bring in more custom and ultimately over time a lot more revenue or executive lunches ( the trouble is these people cannot see past the £ sign).

How much is Barnett charging then?

I expect that sign thing has also been outsourced to a 3rd party = the big players in roadside/bus shelter advertising are Clear Channel and J C Decaux.

So, if a car parks with it's wheels a foot or two onto the pavement to make things easier for the traffic (and barely inconvenience any pedestrians the driver is instantly hit with a significant fine by the council.

But if an advertising company offers to give the council a tiny proportion of the advertising potential of a huge sign positioned to block the pavement as much as possible, that's OK?

I guess that's what's called a "proportionate response"...
