Now apart from the fact that they'll probably claim payment indicates acceptance of "guilt" on the part of the driver, and then that they dont keep the details of drivers to sent out refunds unless they claim comes this gem:

A council spokesman said about the decision (with which it is clear they disagree, my inferall being that they're not going to repay anything, at least not at this stage): “The decision in this case is based on the adjudicator’s opinion”, because as we all know if a motorist said that as a reason not to pay (should adjudication have gone in favour of the council), then of course the council would say "You know what? That's a good point. Don't worry about paying then. Have this one on us"
