Cash weakness found in city’s parking system

A serious accounting weakness concerning millions of pounds in cash from parking machines has been belatedly spotted by council auditors.

There is a meticulous record of money fed into the pay and display machines, which are managed by contractor Vinci Park.

But it is alleged there is not enough proof of what comes OUT, the Citizen can reveal.

In a report to last week’s audit committee, internal auditor Linda Baker wrote: “Control weaknesses were identified in ensuring that cash income was complete in respect of the pay and display machines and payments to Vinci Park were accurate.”

Committee member Brian White described the loophole as “highly concerning”.

“It appears we can check what goes in to the machines but not what comes out. This is clearly something that needs fixing,” he said.

Parking charges bring the council £6.5million a year.

A council spokesman, via Twitter, said: “The issues raised are in no way linked to Vinci.”

Vinci Park bosses this week refused to discuss the issue raised by the council - but inferred the issue was nothing to do with their own system.

A spokesman for the company said: “We are not offering any comment on this. If you are expecting something from us you are not going to get it.”

Vinci ran the city’s pay and display meters from 1997 until 2005.

They then lost the contract to NCP, but were reappointed in 2013 and granted a new five-year contract.

To be fair to the wea$els, the Council have said that “The issues raised are in no way linked to Vinci.”

This being the case why on earth would they have any comment?

"A council spokesman via twitter"? Since when do councils make announcements via twitter?

When 2+2=3 someone is on the fiddle and if it ain't the wea$els it's someone at the council.

The question is, who empties the meters?

When asked - via twitter - by lazy journo's perhaps?

I agree that someone, somewhere, has royally f***ed up.
