A traffic warden has been pictured apparently issuing a parking ticket for a car with an unconscious elderly man inside.

He continued to write the ticket for stopping on a yellow line while someone nearby called for an ambulance.

Witness Raoul-Roman Wilson, 38, said: ‘I was with my daughter and we saw the parking attendant standing about 10 feet away from the car. He was on his device and putting in the details for a ticket.

‘As I got closer I realised there was someone in the car, it was an elderly gentleman, in his 80s I would say.
‘Another man stopped and saw the elderly man in the car and called an ambulance.’

However, a spokesman from Shepway District Council said: ‘Traffic enforcement officers are trained to call the appropriate emergency services if they find a driver in difficulty.

‘In this case, the officer had not initially seen the person in the car and by the time he had, an ambulance had already been called.

‘The parking enforcement officer did not issue a parking ticket and would not do so in a situation like this.’

Mr Wilson said the elderly man was nearly completely motionless in his car in Folkestone, Kent.

He said: ‘The man was clearly suffering. He wasn’t talking and moving slowly.

‘We were saying to the warden “why didn’t you call an ambulance? Why don’t you do something?” and he said nothing.

‘The ambulance arrived a little while later and once they were given permission, they broke the window and checked on him.

‘I’ve been thinking about it ever since and I just can’t believe he left him.

‘The car was left there for at least half an hour and on double yellows. He was doing his job. No quibbles there.

‘But he could have approached the car and at least looked inside. It’s the fact that he didn’t do anything.

‘I understand him not letting us break the window but it was still frustrating.’

A spokesman for the South East Coast Ambulance Service said: ‘We were called at around 6pm to reports of a man in need of medical attention in a car near the Guildhall pub.

‘Two ambulances attended the scene and checked him over but he was discharged from our care at the scene.’

I wanted to write something to voice my disgust, but I can't even find words that would be suitable.

This is just not acceptable.
