Which councils operate Decimalised Parking Enforcement (DPE)? Operating DPE means that the council in question is responsible for enforcing the On Street Parking in that area. If the council does not operate Decimalised Parking Enforcement then it is the responsibility of the local police force to enforce On Street Parking in that area.

First PCN in Westminster?

WCC has a Policy that not every body knows about, You can challenge and get the PCN cancelled if it is you'r first time.

A letter from Kevin Goad himself states this so feel free to quote it when challenging your first one.

Letter from Westminster Council dated 24 March 2011
 
The text of the letter is as follows:
 
 
NOTICE OF ACCEPTANCE
 
Thank you for your Representation made on receipt of the Notice to Owner (NtO) regarding the above Penalty Charge Notice (PCN), issued by a Civil Environment Office (CEO) for an alleged parking contravention.
 
I am pleased to inform you that your Representation has been accepted and the PCN and NtO have been cancelled.
 
The PCN was issued because the CEO observed the vehicle parked in a solo motorcycle only bay without having purchased a virtual permit.
 
As the City Council has a policy of cancelling the first contravention code 11 issued to a motorcycle when challenged, I can inform you that this PCN has been cancelled.
 
With regards to your comments about photographic evidence, while I am unable to oblige, I must inform you that photographs are considered supplementary evidence to the CEOs notes, and are not necessary to enforce a PCN.
 
I am unable to verify your statement that a payment had been made to park, as the pay by phone system does not show an account for the vehicle *******.  As such, I would advise you contact a member of the pay by phone department to ensure your vehicle registration mark has been correctly recorded on your account.
 
I can confirm there is no further action required in respect of this PCN.
