(I'm having a thinking day today). Why not get some life size cardboard cut outs made of BE holding his sign? After a $hunt just leave it there. It would be enough to make anyone take notice and comply.
What is stopping the people of Bexley putting the same cardboard camera sign up as the council do. If this received public support one could then be attached to every single post / tree or anywhere and everywhere right across Bexley. One stuck on everyone's car bonnet doors and boot would also help.
It would assist the council to achieve compliance. It would also mean that they had no reason to stop the car to put one up themselves. It might even mean that they had no need to waste their petrol going out in the first place. If the council started taking down the signs it would prove that their enforcement is revenue driven.
