CCTV operatives licence

Just a thought and this may have already been asked but do we know if the scam car operators hold one of these. If they are working in a cctv control room they need it, cannot see the difference with them being mobile.
It has data protection issues connected to it and every static operative must have it.

They do not need an SIA licience because they are not carrying out surveillance of people.

 So they cannot use any of their footage for crime prevention or detection, great shame really as this would have been the only useful task for one of these contraptions.
