It's a shame it wasn't accompanied by a photo showing the clearly marked and obviously deployed cars in situ. 15ft cameras!? Gosh, the wonders of modern micro-electronics!

You would have thought that wcc would have at least looked into the reasons they were getting so many cars breaking their rules at a particular location. After all it shows failure on there part in aiming to get 100% compliance with no penalties. I think wcc are very happy to conclude the motorists of london are all a bunch of wilful lawbreakers so get what they deserve. Not only should wcc identify every single person who has paid money to them and hand it back, there should also be some form of compensation paid to those people as well since it is the wcc's incompetence that caused them the distress/anger they would have felt. Wcc would be very quick indeed to take everyone else's money for the slightest reason. Its only when they start having to pay for their incompetence that they will concentrate on getting things right 1st time and stop putting so many innocent motorists through this sort of thing.
