Your Engine "Falling Out" MIGHT get your PCN Cancelled!!

Taken from Richmond's 'Fact or Fiction' Parking web page:

http://www.richmond.gov.uk/home/transport_and_streets/motor_vehicles_roads_and_parking/parking/parking_fines/parking_facts_and_fiction.htm

"Emergency problems such as flat tires, collisions or the engine falling out can, at the Council's discretion, be accepted as valid reasons for cancelling your Penalty Charge Notice."

Why would you have been issued with a PCN in the first place?  Surely the CEO could see that the engine had fallen out, you had a flat or had been in a crash.

Flat 'tires' cannot be driven on legally.  Flat tyres could be caused by a blow out. You must stop after a collision. If your engine "falls out" you can't go anywhere!

Blinky got a ticket yesterday,
It blew off her dashboard onto the floor, as she left the windows open for her dogs. The CEO was near by, so she went to have a chat with her,but as the PCN was already logged in and it had gone through, The CEO then made a note on the machine and said it would be cancelled.

Advise Blinky to hold onto her ticket as she will still receive PCN in the post and the photocopy ticket and send it in when PCN arrives,
