WCC in the High Court again over parking fees

Forgive me if I'm the only person not to know but:

Westminster's parking charge rises challenged in High Court

A High Court challenge has been launched against Westminster City Council’s plan to extend West End parking charges into the evening and to introduce parking charges on Sundays.

The call for a Judicial Review of the proposals has been organised by a disparate group, which includes chefs, actors and night-time workers employed throughout the West End. The action is being described the biggest legal challenge of its kind.

This is the lead article in TransportXtra, complete with Rowley's smiling face (or is that a grimace?): http://www.transportxtra.com/magazines/parking_review/news/?id=28717

Rowley rat hates to see his income threatened. See this article;

http://www.24dash.com/news/local_government/2010-08-16-foreign-super-car-drivers-owe-4-million-in-parking-fines

He wanted power to pursue the owners overseas but was told to do something most people believe to be anatomically impossible.

Cllr Rowley, earlier today;

Appealing to the council is like playing chess with a pigeon. You might be a chess grand master but the pigeon will always knock all the pieces over, shit on the board and then strut around triumphantly.

It is interesting, though, that despite all the technology that WCC have at their disposal they do not seem to be able to identify an illegally parked vehicle as one with significant outstanding fines...

Because, with their record of writing legislation to suit themselves surely they would be able to put a clause into the regs stating that outstanding fines over a certain amount will qualify the car for immediate towing... Not released, of course, until ALL outstanding fines are paid...

Surely that would make Rowley happy, certain in the knowledge that he was ensuring fairness for all (and chasing the really high spenders out of his borough at the same time!)
