I am pretty sure that not many people will argue that if double yellow lines and crossing zigzags are neccessary to protect the safety of road users then parking MEVs on them are themselves endangering the public.

That's certainly why parking on zigzags gets you 3 points & a £60 fine - because it's dangerous.

Their problem is, how can they present evidence to an adjudictor that is not certified as being legally obtained?
 
Having no proper certification means that they can't prove anything because the video evidence is not admissable. All you have to do is say "prove it", and they can't because they can't rely on something they can't put in front of a court because they don't have any lawfully obtained evidence.
