Google Street View has the arrows on the bollards facing in the correct direction.

They have obviously replaced this one with a standard 'keep left bollard'.  Whoever erected it should be sacked.

Looking at the StreetView images, it appears to be some sort of half hearted attempt at a cycle path.

It is a road constriction with cycle lane 'bypass' but of course wrong makings even without the bollard.

The first sign is what is seen by approaching traffic, before turning left into the restricted road.

The second sign is what is seen once the turn has been commenced.

Signs should convey their intended message quickly and accurately.
