This lunchtime I watched a CEO issue a PCN to a police vehicle in a 'police vehicle' bay outside a police station.

This was despite the fact that:
1) Police vehicles are exempt from parking restrictions in the Council's TMOs.
2) The bay is marked and lettered in white not yellow so therefore it is un enforceable.
     The correct 'Police' bay is shown in TSRGD 2002.
3) The CEO is not in the Council's uniform.  His helmet does not indicate he is enforcing parking.
     This is required under the Secretary of State's Statutory Guidance.

I was too far away for a good picture but you can see the CEO next to the white "scene of crime" vehicle.
These are to the left of the pub.

The only 'scene of crime' here is the antics of the CEO.  He needs taking inside and putting in a cell!
