The Insurance database is never (and IMO never will be) totally accurate because some Insurance companies are slow to update it. This can lead to some - how shall I put it? - interesting? results on ANPR operations such as the Met's Op. Cubo.

To be fair, DVLA are not responsible for maintaining the Insurance Database - it's down to the MIB to do that.
