Local Authorities Parking Enforcement Codes of Conduct

Post in here any Codes of Conducts for Parking Enforcement etc for referance so we can try to use them to our advantage.

Dacorum's one is incorrect because they state on page 11 "Civil Enforcement Officers may lift any covers on a vehicle in order to record
the vehicle registration mark but not in order to identify the presence of any permit, ticket or voucher etc.".

I recently did a FOI to Dacorum Council about this and the Council said that they did NOT have that power!

The bit about observation periods appears contradictory too.
