I sincerely hope I'm wrong on this one but the government are not completely averse to having their sweaty palms greased to get something like this pushed through. On 2nd March 2011, OPC and a director of the firm, Mr Douglas Harris, pleaded guilty at Wolverhampton Magistrates Court to a total of 36 charges brought by Trading Standards relating to criminal behaviour in the manner in which they conducted their private parking business. Their electronic access to DVLA was disrupted for a month and on reinstatement they bombarded DVLA with, and received, 1120 keeper details which they had been stockpiling during the ban. All this with the blessing of DVLA and the BPA, even though they contravened the BPA code of practice. The councils and tribunals have, on the whole, been complete shitbags but their antics have been nothing compared to what private weasels and the BPA are capable of.
