Letter to Editor in The Surrey Comet Newspaper.

The Following Letter has appeared in the Surrey Comet newspaper:

Dear Sirs

Kingston's enforcement of parking tickets issued by Spy Cars

"The Council has issued thousands of Penalty Charge Notices from a camera which does not exist.  The VCA, which is authorised by the Department of Transport to certify cameras as an approved device, have incorrectly named the camera as WON WOO WCC 261.  There is no such model according to WONWOO ENGINEERING.

In the last two years, 3,649 PCNs were issued at one location in Tolworth Broadway, only 11 of which were allowed at PATAS, the tribunal in London.  Your guess is as good as mine as to how many have been issued throughout the borough.  The Council also has a Code of Conduct about warning signs, but there are few of them, too.  One case was won on this.

If anyone has been caught by a Spy Car, please contact me for help.  Name and address supplied.  Like the Richmond scandal last year, even one letter or digit makes a difference if a case is won or not."
