Extract from a report to the council.

Hopefully a bit of paranoia setting in.

4.2.5. It should be noted that CCTV enforcement is a particular ‘hot topic’ amongst
motorist organisations and internet forums. There is a significant knowledge
base on the technicalities of enforcement. A recent case highlighted that
Richmond upon Thames Council had carried out enforcement using a
mobile CCTV unit which had been not been given approval by the
Department of Transport. This has led to the potential for the Council to
refund £1m of CCTV enforcement fines that were paid due to the non
compliant operating method. As such, an essential component of introducing
a scheme is comprehensive evaluation of the technical aspects necessary to
ensure total compliance with Department for Transport regulations.
If there is a tourist season...how come we can't shoot them?

Well that is so obviously about fleecing the motorist and nothing to do with safety.
Life should NOT be a journey to the grave with the intention of arriving safely in an attractive and well-preserved body, but rather to skid in sideways - Beer in one hand - chocolate in the other - body thoroughly used up,  totally worn out and screaming "WOO-HOO, what a  ride!!"
