Quote from the Bournemouth Chamber of Trade and Commerce -“From a business point of view we would say you don’t give the money back unless you had to and parking in all towns is a merchantable facility.”

Silly me. There I was thinking that under the Traffic Management Act it was against the law to turn parking into a revenue raising enterprise.
