Appealing to the council is like playing chess with a pigeon. You might be a chess grand master but the pigeon will always knock all the pieces over, shit on the board and then strut around triumphantly.

Found this while trawling, search Newham in doc, it mentions the illegal money they, Westminster and Islington hold.

NMAG might be in correspondence with these councils, but it is the Mob who are currently in the process of taking all three of these councils + several others to court (via the District Auditor) to get a judge to order them to pay back illegally derived income.

It was under this threat that Richmond, Westminster, Southwark and Herts CC all paid up when we exposed their scams, and we fully expect other councils to eventually fold and repay the money.

That's funny, I  haven't seen NMAG $chunting, at Adjudications, on the TV, in the Press, or any other theatre of operations against revenue driven parking charges. AND I AM INCLUDING MOTOCYCLE PARKING IN WESTMINSTER!
