Why is Westminster using CCTV for parking enforcement?

Revenue
2.12   The only council department which uses CCTV directly for revenue generation is Parking.  The Task Group therefore investigated the original business plan underpinning the use of wireless cameras for issuing Penalty Charge Notices (PCNs).


Funnily enough the statutory guidance says:

12. Enforcement authorities should aim to increase compliance with parking
restrictions through clear, well designed, legal and enforced parking controls.
CPE provides a means by which an authority can effectively deliver wider
transport strategies and objectives. Enforcement authorities should not view
CPE in isolation or as a way of raising revenue

I just hope that capgemini are better at writing/researching reports than they are at running IT systems!
