Where is Parking Eye operating in London?

North London ANPR supermarket etc. would be hand if poss.

The Boulevard retail park in Borehamwood is Parking Eye ANPR . Three hours free parking  then a speculative invoice.

Morrisons in Borehamwood is also Parking Eye.

I'm pretty sure that Aldi's are also Parking Eye nationally, and a lot of Tesco's are too.

Unless you want Parking Eye specifically, Athena ANPR run Lidl in Welling. They'll fill your short time criteria with only an hour.

Appealing to the council is like playing chess with a pigeon. You might be a chess grand master but the pigeon will always knock all the pieces over, shit on the board and then strut around triumphantly.

Most branches of Morrisons appear to allow 3 hours of free parking from what I have seen. Aldi seems to have a contact with Parking Eye, and they have a 90 minute time limit at most stores.

If you're talking about Morrisons in Borehamwood, then all parking is free, and as the ANPR Cameras are set up to read front number plates on the way in, and rear number plates on the way out (as every one of these systems I've seen is), a bike won't even register on it.

I'm assuming EDW has no access to a car and wants to do the biker thing. Why not use some Blue peter skills to knock up a front number plate and attach it to the bike for the grand entrance? When you lock the A-Team in a garden shed with some lengths of steel tube, a wheelbarrow and gas bottles, they drive through the door ten minutes later in a fire breathing armoured car so I think we can get a readable number plate onto EDW's bike.

Then on the way out,
