Here we go boys and girls. A brand spanking new never before heard line of bullshit. Hackney have been tax farming by $camera without displaying any warning signs. Something along the lines of f :o ck Eric Pickles and his poxy guidance. We'll do what we like. So what little gem has the council spokesweasel woven for us this time? I shan't keep you in suspense any longer, brace yourselves 'cos here it comes,

Cllr Feryal Dermirci, cabinet member for neighbourhoods, said in a statement that placing camera signs at each contravention location would “unnecessarily clutter the borough’s streets.”

(my bold, my red, my underline, her bullshit) The only thing that's unnecessarily cluttered is the civic offices with useless lying weasels.
