Scaremongering.
Electioneering.
Populist nonsense.
Perm any one of three or make your own up because it all boils down to the same thing.
Councils are worried because a guaranteed revenue stream is under threat and local governments who have come to rely on that revenue are now realising that losing this mechanism of stealth taxation is going to put a huge hole in their budgets.

Whatever it is, it didn't work, as I believe Sutton was the only place the LibDems actually increased their representation on the Council
