Councils up and down the country are falling over themselves to implement tax farming $camera cars just ahead of central government's imminent ban.

That's nice isn't it? York Council only bought theirs last month and are shocked that Eric Pickles looks likely to carry out his threat. Councillor David Levene will be made to look like an incompetent buffoon who has been playing fast and loose with public money when the ban is made official. Cllr Levene, an incompetent buffoon who has been playing fast and loose with public money, believes that councils should be able to do exactly as they please and should be accountable to no-one.

The common theme is that they are all implemented on the pretence that they will be primarily used around schools and are to protect vulnerable children. Figures published by Havering and Newham councils show that PCNs around schools account for less than 5% of total PCNs issued by $camera car.

Council spokesweasels also claim to have been repeatedly requested by concerned residents if they can implement $camera cars as a matter of urgency. In a recent local newspaper poll over 97% of 'concerned residents' voted to scrap the controversial vehicles.

In Parliament today, Richard Burden, Shadow Minister for Transport, said: “The move to ban CCTV has been opposed by pretty much every single group I have met.”

I believe Mr Burden needs to get out and meet more people, particularly his constituents.

I couldn't resist and have thrown out a challenge to Councillor Levene in the comments section.

Has Councillor David Levene never heard of Civil Enforcement Officers, (or as they are more commonly known, traffic wardens) then? A traffic warden has the ability to prevent bad parking by moving drivers on, whereas a spy car just sits there and issues fines. And you could get about 8 traffic wardens for the price of one spy car.

That's 7 more taxpayers (don't forget the spy car operator is already a trained CEO) who will not be a drain on the national economy, and if that's repeated across the country where councils use these spy cars, it's a massive saving in unemployment benefits and will result in an incremental increase in public safety and traffic flow.

It is disingenuous for Councillor Levene to suggest that there would be no enforcement without spy cars. It is equally disingenuous for him to suggest that government is trying to stop councils from taking necessary action when there is a perfectly adequate legal remedy readily available in the shape of traffic wardens.

So let's get down to the nitty gritty Councillor Levene. Why would you not want to increase the local employment rate, enhance public safety and ensure better traffic management?

It seems very strange that all these Councils are buying $camera cars now if their use is to be banned or restricted.
Are they completely stupid? Are they hoping that existing Contracts will be allowed to stand (as happened with Mr Pickles' last attempt to tell Councils what to do re. weekly bin collections)? Are they hoping that the DfT (who are the responsible dept, not Mr Pickles' DCLG) won't do anything?

I guess it's a waiting game now.
