Hey! Parking rules apply to everyone: Dundee lord provost’s car spotted on double yellow lines

This is the moment the Dundee lord provost’s official car was caught parked on double yellow lines outside a city theatre.

Bob Duncan, who was a councillor for nine years before becoming lord provost in June 2012, was attending an “official civic engagement” at the Whitehall Theatre when his black Jaguar was spotted parked illegally.

The car — which was empty at the time — was caught on camera by a passerby.

The vehicle’s passenger-side side wheels were seen on the two yellow lines directly outside the entrance of the theatre.

The passerby said: “Seems it’s OK for the civic car to park anywhere, even just off a busy junction on double yellows outside the Whitehall Theatre.”

A spokesman for Dundee City Council admitted the lord provost didn’t have any extra privileges to park on double yellow lines.

He said: “The lord provost was attending an official civic engagement at the Whitehall Theatre.

“While it was expected to be simply a drop-off, the driver was called into the building to help out with an issue in the theatre.

“Although the car was unattended for only a short time, we understand it is not acceptable?and have reminded people who drive council vehicles to be aware of their obligations at all times.”

A spokeswoman from Disabled Motoring UK said the lord provost’s car shouldn’t have been parked there.

She said: “By parking on double yellow lines he has potentially deprived a disabled person from accessing the theatre.

“Disabled parking is at a premium in these sort of busy places.

“If the lord provost is able bodied he should have walked from a nearby car park instead.”

The lord provost’s Jaguar XF replaced the previous VW Phaeton luxury saloon in 2012. Bosses went with the black Jag as leasing it cost £6,695 every 12 months, which was cheaper than the new loan price of the VW.

The LP’s car can be identified by its TS1 number plate, which stands for Town Servant. The plate could be worth as much as £150,000 if the council decided to sell it one day.

When Essex Council sold its plate F1 in 2008, it received £440,625.
