OH!, there's another excitement...

http://mbcparking.co.uk/cornwallparkingsolutions.html

"All of our staff are SIA Licensed to carry out vehicle immobilization. We will only used trained high quality staff. We regularly hold refresh training sessions for our staff."

Most revealing, AND their postcode doesn't exist either!

There's no mention of them on the BPA Ltd AOS nor the IPC alternative weasel club. Perhaps they were one of the many neanderthal weasels who were killed off with the Proliferation of Ferrets Act (PoFA).

Appealing to the council is like playing chess with a pigeon. You might be a chess grand master but the pigeon will always knock all the pieces over, shit on the board and then strut around triumphantly.

It seems they are still operating, if I read the parking Prankster correctly?

There's a lovely heading, "MBC Parking admits breach of Company regulations. Why did the DVLA or BPA not pick this up?
MBC Parking Solutions Ltd has admitted being in breach of company regulations."

Whilst MBC still exists it has to all practical intents and purposes morphed into Armtrac, run by the same Mike "Binman" Cooke, he who threatens to break the fingers of people opposing his activities.
