Eric Pickles reveals the real reason behind his drive to make parking 'fairer' for motorists

Eric Pickles, the local government secretary, said he became "obsessed" with changing Britain's parking laws after a "dreadful" experience with a traffic warden "made me a very bitter person and twisted my mind".

Under a raft of new driving laws which come into force later this month motorists will be given a 10 minute "grace period" which means they can avoid getting hit by fines when their parking tickets run out.

Councils will also be barred from using CCTV spy cars which are capable of fining motorists for parking offences on an "industrial scale".

Residents will also be given the right to challenge yellow lines on their roads if at least 10 per cent of residents are opposed to them.

Mr Pickles said that his campaign to improve parking laws had been driven by a "dreadful" experience he had in Shenfield, Essex.

As he went to buy a ticket "a very nice lady stopped me to ask me a couple of questions". He told BBC Radio 4's the World at One: "I had a ticket in my hand and by the time I actually got back to the car already there was a parking ticket on it. It made me a very bitter person and twisted my mind."

He said he wanted to stop local authorities from using parking fines to raise revenue. He said: "We always thought that was wrong, we said we would do something about it. I've now signed the appropriate order and a month from notw a better way of enforcing parking will be in place.

"I am an obsessive person, this is very true. It just seems to me that we asked local authorities to do this and they just ignored it. It is an utterly, reasonable thing to do. It is about localism, giving the power to the people. To motorists and local residents who now can petition and control the car parking in their area."

Appealing to the council is like playing chess with a pigeon. You might be a chess grand master but the pigeon will always knock all the pieces over, shit on the board and then strut around triumphantly.
