Savile Row FOI: £9,500 loss per month!!

Don't hold your breath but...

Dear Westminster City Council,

I note that mobile CCTV enforcement is being carried out at the junction of Savile Row/Conduit St to monitor a Left Turn only.  I have the following questions:

a) Has the fixed CCTV housing ever had a camera fitted?
b) If so, how many PCNs have been issued and over what period for failing to comply with the Left Turn Only sign using such a camera?
c) If the housing does not currently contain a camera, what is the approximate cost of deploying one?
d) How many hours has mobile CCTV enforcement been deployed at this site?
e) How many PCNs have been issued and over what period for failing to comply with the Left Turn Only sign using mobile CCTV enforcement?

Good news! You recall you said “the erection of a camera would, say, probably take a few days" and might be costly? There’s no need! The long-suffering taxpayer has already paid for the expensive installation work.  As you can see, there is already a camera in the housing just above where the scamera cars park in Savile Row (highlighted in the photo taken yesterday). So, why not to use it? I feel sure that will be cheaper than the daily visits by the mobile units that have been racking up £250ph for NSL. As you put it, “It doesn't seem to be the most mind-blowing comparison to get your head around in terms of why I might suggest” that using existing resources might be a better use of council funds than squandering it on expensive new-fangled toys like the scamera cars.  Of course, I am sure you will let me know, if the fixed camera is another ill-considered ‘white elephant’ that is not fit for the purpose, who was responsible for specifying them and the subsequent 'upgrade to viability'?

Whilst I am emailing, may I remind you that on 6 March you wrote “… I will have someone contact you” about the refund of unauthorised PayByPhone credit card charges but nobody has been in touch. As you can imagine, those who have been following the Camden case will be interested in the reply. I would be grateful if you would chase this up.

“I see from my bank statement that WCC apply a surcharge to PayByPhone credit card payments. Based on Mr Justice Barnett's recent judgement against Camden CC, I would like to apply for refunds of these charges. Would you advise me of the procedure for reclaiming these charges registered against mobile number 07971 xxxxxx?”

If you think that's bad you should have seen him in Paxman mode in our meeting with Cllr. Rowley and Mr Goad the other night. Of course Cllr Rowley never did give an answer to a question that had only a yes/no answer, but he did stop Esinem's badgering by asking him to switch off "Paxman mode".
 
I don't remember discussing any "erection concerns" though?

Thank you for your request for information that was logged on 15 March 2011.  You have requested the following information:
I note that mobile CCTV enforcement is being carried out at the junction of Savile Row/Conduit Street to monitor a Left Turn only.  I have the following questions:

In response to your request I can advise you of the following:
a) The CCTV housing has never had a CCTV camera fitted.
Odd that I recently took a photo of the camera and the lens is clearly visible!
b) In view of the response to question a), as there is no CCTV camera fitted at the stated location, I must advise that the City Council does not hold this information.

c) The approximate costs to deploy a CCTV camera to a pre-designated camera housing are either £1590 or £2370.  The lower figure applies where no system configuration is required.
So £780 to get it configured
d) Mobile CCTV enforcement started at the junction of Savile Row/Conduit Street on 23 February 2011.  The total amount of hours that the vehicles have been deployed at the location from 23 February 2011 to 25 March 2011 is 47.03 hours.
47.03hrs @ £250ph approx for crew = £11,757.50. Good golly! What a saving!
Is that commencement date right?
e) The number of PCNs served, under contravention code 32, for failing to comply with the Left Turn Only sign at the junction of Savile Row/Conduit Street using mobile CCTV enforcement is 38.  The PCNs were served from 23 February 2011 to 25 March 2011.
38 PCNs. Assume all are paid at £60 (generous, I grant), thus £2,280 revenue against £11,757.50 to NSL. So, a loss of £9,477.50 per month! Result! :rotfl:

My response to reply to latest Freedom of Mis-Information Request 

Dear Louis

Re FOI/6838

Further to our telephone conversation today, I enclose a photo of the housing in question taken on 29/03/11. This shows your answer to question a) of this FOI, which states there is no camera in this housing, to be incorrect as the lens can clearly be seen. Please answer this and question b) as requested in my letter of 11 April.

They are:
1. St Martins Lane WC2 at its junction with St Martins Place.
2. Clifton Road W9 at its junction with Lanark Road
3. Saville Row W1 at its junction with Conduit Street
4. John Adam Street WC2 at its junction with Villiers Street
