In a statement issued by the BPA Ltd following allegations of fraud by as yet unidentified individuals at UKPC Ltd, the BPA Ltd issued the following statement:

The statement provided that:

Our investigations highlighted the need to update our Code of Practice, to make it absolutely clear that the practice of offering financial incentives to parking attendants/wardens which relate to the quantity of PCNs issued by them is wholly unacceptable. This comes into effect on 1st October 2015.

The final paragraph stated:

Patrick Troy added “The BPA is committed to encouraging and developing the highest standards of professional conduct and ethics within its membership. The BPA Code of Professional Conduct sets out the standards expected of those working in the profession and all BPA members commit to the code when they join the association.

The latest version (V6) of the BPA Ltd's Code of Practice states:

9.4 Effective from 1st October 2015, the practice of offering financial incentives to AOS parking attendants/wardens which relate to the quantity of PCNs issued by them, should be prohibited within all new employee contracts.

Today is the 5th October 2015. This link ( http://www.ukpcjob.co.uk/jobs/ ) to UKPC Ltd's site shows that nothing has changed since the CoP changed, and that KPIs are still being offered to prospective employees:

Oh dear, UKPC don't even pay the minimum wage!

Nice bit of finessing by the BPA by only applying their Code of Practice to new employee contracts.
Presumably anyone who wishes to appeal will now face the additional hurdle of proving when the person issuing a "ticket" started working foe UKPC which may be covered by Data Protection Laws?
