Wycombe district council threw even more money at this than the £1.3m referred to in the article below. When the council got banned from accessing the DVLA database they put the full weight of their legal team, plus a very expensive barrister, into pursuing an application for a judicial review. All of this was of course at the Wycombe taxpayer's expense

The application was stayed, pending the talks referred to by the councillor, whilst Wycombe council tried to persuade the government that the system that the government had already declared unlawful (under the Deregulation Act 2015) should be allowed on the grounds that "private parking companies are allowed to use them, so why shouldn't councils?"

Eventually, in December last year the DCLG confirmed that they would not be sanctioning use of the anpr cameras. This was after the DCLG's extensive use of a very expensive legal team (at the taxpayer's expense of course) in order to be sure of its judgment that the use of such cameras is indeed unlawful.

Thankfully, Wycombe council finally saw sense and decided not to throw good money after bad by withdrawing their application for a judicial review.

Council chief forced to defend ANPR parking after revealing it will be scrapped

The leader of the council has been forced to defend ANPR parking following the revelation it will be scrapped next month – however, the camera-operated system could make a comeback.

Last week it was reported in the Bucks Free Press that Wycombe District Council car parks will change over to pay-and-display after the government decided to restrict number plate data held by the DVLA.

The revelation came almost a year after a BFP investigation revealed ticket dodgers could be getting away scot-free, questioning whether the £680,000 system has the capability to fine drivers who leave car parks without paying.

Leader of Wycombe District Council, Katrina Wood, said the council had been working closely with the government over the past year in an attempt to salvage the parking system which has cost the taxpayer at least £1.3 million.

The ANPR system could still make a return to the district, according to Cllr Wood, should the government decide to change its policies on sharing the number plate data – however, a question mark still hangs over why the information was restricted in the first place.

Cllr Wood said: “We have been working with government to try and resolve it. We have been working with them, and have been expecting some changes to come in to force. We have stuck with it because we know it is a really good system.”

 “Waiting has affected the taxpayer but it will affect the taxpayer to revert back. We wanted to stick with it and provide that better service for them.”

Cllr Wood said she is “disappointed” and apologised to the taxpayer, however she insisted there is “no need” for anyone to resign over the fiasco.

Cllr Wood continued: “There is no need for any of us to resign. We have conducted ourselves very properly in the whole matter.

"We have been working very hard to get the best results for everybody in this.

"The length of time we have taken to sort it out just shows we were trying to do the best for residents and provide them with a system that works best for them.

“We are really disappointed that we have had now had to take this decision.”

New parking machines are going to be installed in some car parks to reduce queues and four WDC patrolling officers will be employed to facilitate the change as well as one admin officer.

Cllr Wood added that if the DVLA did decide to change its policy the new pay-and-display would remain in place for at least 12 to 18 months before a decision on any further changes were made.

She also said another overhaul of the system would come at “very little cost” as the ANPR machines will remain in place for pay-and-display.

The leader of the council (bleeder of council funds, says I) probably is 'disappointed' that the government won't turn a blind eye to her illegal activities. I wonder if you can guess what she is full of? A clue follows:


Appealing to the council is like playing chess with a pigeon. You might be a chess grand master but the pigeon will always knock all the pieces over, shit on the board and then strut around triumphantly.

Wycombe District Council faces calls to accept full responsibility for ANPR failures



Conservative councillors will face calls to accept full responsibility for the failed ANPR parking system which “short changed” the people of Wycombe.

Labour councillor, Khalil Ahmed, will urge leader of the council, Katrina Wood, to accept “her own party’s culpability” in the parking fiasco which has cost the taxpayer around £1.28 million at a meeting of the full council on Thursday.

Last month WDC announced it had been forced to ditch the number plate recognition system in favour of pay-and-display - which will come into force on February 25.

Cllr Ahmed will address cllr Wood asking: “The fact that WDC installed a system which has failed to perform as intended begs the question as to why no due diligence appears to have been undertaken.

“Rather than extolling the virtues of the system would the leader not agree that the basic homework was not done and as a result the people of Wycombe have been short changed and is it not time that she came clean and accepted her own party’s culpability in this fiasco?”

Last year cllr Ahmed called for cabinet member for environment, cllr Jean Teesdale, to step down and accept responsibility for the ANPR failure after a Bucks Free Press investigation revealed ticket dodgers could be getting away without a fine.
