App “to Allow Public to Issue Council Parking Tickets

A new app is set to launch on 30 September.

Apparently, an app user can photograph a cat parked in contravention of Council parking regulations, which will be sent to the council.  Upon payment of the fine, the app user will get £ 15 (as will the app developer).

There is no evidence that the app developer has consulted an expert in parking law before launching this app.

So if successful what is there to stop this being extended to ANY civil enforcement someone wants to spend all day photoshopping? I recon you could earn £120/hr without getting out of bed...

Oh then add to that the decriminalisation of speeding so it can be enforced under civil law and every MFW puts a camera outside their gaff to earn a few bob...

S53 of the Deregulation Act 2015 (or as it is better known "The NoToMob's finest hour") states:

53Civil penalties for parking contraventions: enforcement

(1)Part 6 of the Traffic Management Act 2004 (civil enforcement of traffic contraventions) is amended as follows.
(2)After section 78 (notification of penalty charge) insert— “78ANotification of penalty charge: parking contraventions in England

(1)Regulations under section 78 must include provision requiring notification of a penalty charge to be given by a notice affixed to the vehicle where the charge is in respect of a parking contravention on a road in a civil enforcement area in England.

However, according to BGB this app will only be used to record CATS in contravention. Consequently it appears the law is irrelevant. ;) :rotfl: ;) :rotfl:

Well according to the law (see above), any council in England that signs up to this could be opening themselves up to some serious claims for damages.
