Red lines are not enforced by Local Authorities, but by the Police on behalf of TfL and they can issue a PCN which will cost £130.
Good news is that because it's Police doing the Enforcement they have no 'targets' to meet, and are more likely to excercise discretion.

That's Bedfordshire Police - I'm reliably informed that every other Police Service/Force thinks they're wrong.
Like most places, Bedfordshire has had it's parking enforcement de-criminalised, and, as they have no red routes, Police don't do parking.
