So, they removed the functioning fixed CCTV used for parking enforcement opposite Savile Row on Conduit St in favour of enforcing with a $car at £250ph and the one the $car parks under is for crime & disorder (Police?). Makes no sense to me unless the former failed to comply with some silly technicalities introduced by those Mr Rowley refers to as 'muppetts'  ;D

Thank you for your request for information logged on 12 April 2011, relating to FOI/7005.  You have requested that Westminster City Council provides you with the following information.

I note from Google Maps, there was a CCTV camera on a pole outside 16 Conduit St on the corner of Mill St, which has been removed.
     
1)   During what periods was this camera installed and removed?

2)   During what period/s was it in use?

3)   How many PCN's were issued by this unit with offence code?

4)   Please supply a copy of the relevant VCA certificate

5)   Please state make/model of camera

6)   Why was it removed?

In respect of the camera on Savile Row opposite New Burlington Place (After recent claims that it does not contain a camera, please bear in mind we have current photos showing a camera lens in this housing):
     
1)   During what periods was this camera installed and removed?

2)   During what period/s was it in use?

3)   How many PCN's were issued by this unit, with offence code?

4)   Please supply a copy of the relevant VCA certificate

5)   Please state make/model of camera

6)   If no longer used, why?

In response to this request, I can advise as follows:

1)   I understand that you refer to CCTV camera 4042, located, outside Mandarina Duck – Conduit Street.

Our records indicate CCTV device 4042 was installed and operational from 30 November 2007.

Our records show the site has not been operational since June 2008.  The camera has been subsequently removed and the precise removal date of this camera has not been recorded.

2)   From 30 November 2007 onwards.  According to our records, the CCTV camera has not been operational since June 2008 and our database indicates no PCNs have been issued by the device since this date.

3)   According to our database, 301 PCNs were issued.  Details of the contravention types are highlighted in the table below:

This information is based on the number of PCNs issued from 30 November 2007, up to and including 12 April 2011, the date your request was logged.

01 – Parked in a restricted street during prescribed hours
02 – Parked or loading/unloading in a restricted street where waiting and loading restrictions are in force
99 – Stopped on a pedestrian crossing and/or crossing area marked by Zig-Zags

4)   A copy of the VCA certification document for the Council’s wireless CCTV cameras can be found on the City Council’s website.  Please refer to the web link below for further details:

As this information is publicly available, it is considered exempt from the FOI Act 2000 under Section 21.  As a result, this letter acts as a Refusal Notice under Section 17 of the Act.

Assistance and Guidance
 
VCA approval was given on 18 February 2010, and all CCTV devices were operational from 8 March 2010, having been switched off on 31 March 2009.  Prior to this, Westminster City Council had a waiver from the Department for Transport to use the CCTV cameras before 31 March 2009, without VCA Certification.   

5)   According to our records, DVTel 9840.



6)   The reason for the removal of this particular device (4042) has not been recorded.

Regarding your questions concerning the CCTV camera on Savile Row, opposite New Burlington Place, I can advise that this CCTV device was operational from 2008.  I can confirm that it is used solely for Community Protection/Crime and Disorder and not for the purpose of Parking and Moving Traffic Enforcement.
