Several people have given interviews today where they have confirmed that all income/surpluses derived from parking is ploughed back into local transport services. However that doesn't explain the fact that 4 out of the top 5 earners (which are all London boroughs) have the lowest rates of council tax in the capital.

Lowest council tax in London = Wandsworth @ £452.36. Position in top 10 earners = 5th
2nd lowest council tax in London = Westminster @ £456.34. Position in top 10 earners = 1st
3rd lowest council tax in London = Kensington & Chelsea @ £717.15. Position in top 10 earners = 2nd
4th lowest council tax in London = Hammersmith & Fulham @ £725.37. Position in top 10 earners = 4th
