Parking charges are providing huge cash surpluses for some English councils, according to the RAC Foundation.

The 359 councils across England had a total current account surplus of £565m from on and off-street parking schemes in 2011-12, according to the figures.

Eight of the biggest 10 surpluses came from London councils with Westminster leading the way with a £41.6m profit.

I'm not buying any of that. When the BPA Ltd made their submission to the transport select committee, they said,

"It is important to understand that many local authorities do not generate a surplus from parking enforcement and run parking accounts which are in deficit."

They seem like a nice bunch of guys and they are the "recognised authority on parking." It says so on their website. For there to be the profits mentioned in the BBC articles, the BPA Ltd would have to be lying pretty much all the time.

Dear BBC news team

Several people have given interviews today where they have confirmed that all income/surpluses derived from parking is ploughed back into local transport services. However that doesn't explain the fact that 4 out of the top 5 earners (which are all London boroughs) have the lowest rates of council tax in the capital.

Here are some examples based on Band A rates.

Lowest council tax in London = Wandsworth @ £452.36. Position in top 10 earners = 5th

2nd lowest council tax in London = Westminster @ £456.34. Position in top 10 earners = 1st

3rd lowest council tax in London = Kensington & Chelsea @ £717.15. Position in top 10 earners = 2nd

4th lowest council tax in London = Hammersmith & Fulham @ £725.37. Position in top 10 earners = 4th
