Surely they missed out part of the quote? It should have read:

"The process enabling motorists to challenge the issue of a penalty charge is shown on its reverse, and the council will consider all such challenges objectively, after which they will bin your appeal as usual and put you to the task of fighting it through the full appeal process which, even if you win will not see you compensated for all the time and effort you have to put in."
