A legally parked scamera, a ruthless predator waiting for all those unsuspecting parents innocently picking up their kids and about to be relieved of some hard earned cash.

The question is does this constitute a visible deterent with minimal penalties as if he parked any closer to the vehicle in front, the bonnet would swallow him up.

Managed to save a delivery driver that came from the top and nearly fell into his trap.

A day-glo orange $car with flashing lights, parked on the restricted area (using the special dispensation of course) is a visible deterrent. Nothing else will do in my opinion.

I believe you should have highlighted the "and through the use of mobile CCTV units" bit as well. Or did you hide it in plain sight on purpose, the same way as the "mobile CCTV units" do?
