Yeah. Gives you a warm, fuzzy feeling, doesn't it, that all the instructions to Councils that $camera cars should always form a "visible deterrant" should actually be hidden away so they can spy on people and catch them out. Without ANY deterrant function at all.

Couldn't be that it's all about the money yet again, could it?
