No real surprises here. Remember that it was Westminster Council's introduction of parking charges for motorcycles that spawned the NoToMob. However, I am a little surprised that Westminster's surplus still seems to be at about the same level (£70 millions) as six or seven years ago - have they now started creaming off some of their surplus and diverting it to other, unlawful. areas?
